It's water formulated with micelles or tiny cleansing molecules suspended in soft water. It could remove dirt, oil, and makeup quickly and don't need to rinse it off.

Micellar Water has two types: refreshing (blue cap one), and
moisturizing (pink cap one). The functions are same: 1. cleanse, 2. remove makeup, and 3. soothe. The beauty assistant at L'oreal counter told me that the
refreshing one is for oily and combination skin, and the moisturizing is
for dry skin.Both of them is safe for sensitive skin. Since I have
combination oily skin, I choose the refreshing one.

L'oreal Micellar water has clean modern look. Square edge transparent plastic bottle with flip top blue cap, make it easy to see the contents (250ml).

Apply L'oreal Micellar water to a cotton pad, hold pad on face for a few second and gently wipe to remove makeup until completely clean.
Texture:
transparent liquid feels like fresh water.
Results:
It removes makeup, needs several times to cleaning it all, but good enough, and not greasy at all (ノ◕ヮ◕)ノ*:・゚✧.
